Summary

In its efforts to mitigate the impact of public health emergencies, the Government of Mozambique and BMGF partnered with Dalberg and VillageReach to provide technical assistance (TA) to Ministry of Health (MISAU) to strengthen its capacity to respond to public health emergencies. Due to a current surge in COVID-19 cases VillageReach TA will initially focus in supporting MISAU to effectively execute the government emergency response action plan. VillageReach, seeks a dynamic and experienced Monitoring and Evaluation Advisor to provide technical assistance to the holistic monitoring of the operationalization of the COVID-19 response plan. The role will primarily support the National Directorate of Public Health (DNSP) at central level, but will also strengthen linkages between central and sub-national level monitoring. All responsibilities described below will be executed in a capacity strengthening manner so that skills are transferred to DNSP personnel.


Scope of Services

Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time. The monitoring advisor of the COVID-19 response plan is expected to produce and make available timely information on the degree of implementation of the COVID-19 response plan through direct support to the National Director of Public Health and the public health emergency Mamp;E team:

  • Provide TA for Implementation of the Monitoring, Evaluation and Learning Plan for the COVID-19 response;
  • Develop monitoring tools and systems to ensure timely collection, management, and dissemination of data for reporting progress towards the objectives of the response plan;
  • Ensure that program activity data by pillar are produced with sound quality and timely reported to the MOH coordinating body and key stakeholders;
  • Provide prompt support in elaboration of presentations about current status of the response as needed;
  • Design and implement the COVID-19 response virtual information platform including SOPs;
  • Train NHS staff at central and provincial levels and other key stakeholders on the use of the COVID-19 response virtual information platform;
  • Support the development of regular Intra-action review reports;
  • Contribute to the documentation of response bottlenecks and successes including the development of manuscripts, abstracts and posters.
  • Ensure that monitoring tools and skills are transferred to the MOH Mamp;E team and that this team has proven capacity to carry Mamp;E activities on their own after TA is transitioned out

Timing and Level of Effort

The Advisor will be engaged for eight hours per day during the working week. The engagement is expected for 6 (six) months. The assignment is expected to start in March 15th, 2021.

It is expected that the Advisor may have to work additional hours depending on the workload to meeting the expected results.
